The management and coordination of the training function is the responsibility of the Ministry of State for Public Service (MSPS) through the department of Human Resource Development (HRD). At the Ministries of Health this responsibility lies with the authorized officer and is executed through the ministerial training committee and the Human Resource Development Units

Mandate of the Authorized Officer

  1. To approve all human resource development activities in the ministry
  2. To liaise with MSPS on any human resource development issues.

1.1 Mandate of Human Resources Department Unit

  • Coordination of all training activities in the Ministry and State Corporations under it.
  • Provide professional guidance to the ministry on Human Resource Development matters.
  • Carrying out training needs assessment with user departments;
  • Coordinating and developing annual training plans for the Ministry;
  • Administration of the Ministerial training programmes;
  • Monitoring of training programmes;
  • Carrying out HRD audit;
  • Setting objectives for HRD planning in conjunction with Ministerial Training Committee (MTC);
  • Maintaining and Conducting skills inventory analysis;
  • Preparation of the training budget and utilization of training funds in the Ministry;
  • Liaising with public service training institutions and the Ministry for proper placement of trainees;
  • Bonding of serving officers undertaking long term training;
  • Issuance of course approvals to officers proceeding on authorized training;
  • Authorize recovery and Remittance of training levy to Ministry of State advisory for Public Service.

2.0 Training Committees

i) Ministerial Training Committees (MTC)

Composition

  • Chairman – An appointee of the Authorized Officer
    • Secretary – Head of the Human Resource Development Unit
  • Members – (i) Heads of Departments (ii) Ministry of State for Public Service representative

Functions

  1. Deliberates and Recommends for approval to the authorized officer all proposals, applications and projections for seminars, workshops, long and short courses in the Ministry
  2. Deliberates and Recommends for approval all the budgets and expenditure of training funds allocated to the Ministry
  3. Recommends for approval proposals for training needs assessment

II) Departmental Training Committees (DTCs)

These are committees established within departments and their main function is to make decisions on training and human resource development affecting officers of the department.

Composition

  • Chairman – Head of department or his deputy
  • Secretary – Human resource development unit representative
  • Members – (i) Heads of divisions

Functions of (MTC)

The main functions and responsibilities include:

  • Recommend for approval all seminars, workshops, long and short courses being undertaken by the Department's staff.
  • Budgeting for courses to be undertaken by the Department staff
  • Budgets and use of training funds allocated to the department
  • Departmental training needs assessment reports and training projections irrespective of whether the courses are self-sponsored or funded by GOK or through other bilateral arrangements.

III) District Health Management Teams/Hospital management Teams

These teams play the role of Departmental Training Committees (DTCs) at the district level. The teams are bestowed with the responsibility of making recommendations on training and human resource development within their area of jurisdiction.

4.0 Training Needs Assessment (TNA)

The Recruitment and Training Policy of May, 2005 provides that ''all training in the public service be based on comprehensive training needs assessment to be conducted on annual basis in each organization''.

Training Needs Assessment is the process of identifying gaps in knowledge and skills of workers, which inhibit the performance and attainment of the Ministry's objectives.

Aims and Objectives of the TNA

  • To identify areas with skill gaps
  • To develop a sound base for management decisions on training needs
  • To realize demand – driven training in the public service

To improve overall performance and service Delivery, the Human Resource Development Unit will coordinate all the TNA activities both at Ministerial and departmental levels.

5.0 Training Projections

These are human resource development plans which address identified training needs in a department. The plans assist the Departmental Training Committees or DHMTs in preparation of projections that guide the MTC in nominating officers for training.

Aims and Objectives of the Training Projections

  • To implement personnel development plans identified by the TNA.
  • To identify officers to be projected for training in a given year.
  • To guide the MTC in the nomination process for officers going for training.

The Recruitment and Training Policy of May, 2005 states that ''every department in the Ministry is required to make training projections after conducting a TNA.

  • Every department will prepare a training projection every financial year. The MTC will use these projections as a guide for nominating officers for training.
  • No course nomination will be approved by the MTC if not based on training projections from the department.
  • Names of officers for training will be submitted to the Head HRD headquarters by 30th June, every year.
  • The Human Resource Development Unit will coordinate all the training projection activities at the ministerial and departmental levels.
  • Reference shall be made to the Ministerial training budget. If this is inadequate, then the nomination shall be deferred to a future date when such funds are available.

6.0 Course Nomination Process

  • All course nominations approved by MTCs to be based on TNA and departmental training projections.(move to nominations)
  • The guiding principles for course nominations are as follows;
  • For all nominations gender equity, transparency, meritocracy and other principles of general application provided for in the constitution and other government policies on training is the guiding principle.
  • Course relevance and cost effectiveness must be taken into account.
  • All courses will be approved subject to availability of funds

The nomination process shall follow these steps;

  • Training Needs Identification
  • Training Projections
  • Application Submissions
  • Deliberations by the MTC
  • Approvals
