The Government of the Republic of Kenya has received financing from the World Bank toward the cost of the Kenya Health Sector Support Project and intends to apply part of the proceeds for communication consultancy services. The services include the Communication Strategy Implementation and Media Campaign for the Health Sector Services Fund (HSSF).

Background of the assignment and Scope of Work

The Ministry of Public Health and Sanitation (MOPHS) is facilitating disbursement of funds directly to the Health Centres and Dispensaries through the Health Sector Services Fund (HSSF). The overall goal of the HSSF is to generate sufficient resources for providing adequate curative, as well as preventive and promotive health services as envisaged in the Kenya Essential Package for Health (KEPH) for Community, Dispensary and Health Centre levels. The role and responsibilities delegated to the Community in a wide range of health related activities should ensure local ownership of the health activities in the area.

The proposed Communication Consultancy Services will include a Communication Strategy that will ensure increased knowledge and awareness about health services provision and funding with strong emphasis on empowering beneficiary communities. Specifically the strategy needs to focus on demand driven responses to the needs of the beneficiaries and partnerships with the right institutions at national, county and local levels, and the activities include, but are not necessarily limited to:

  1. Identification of key target audiences / stakeholders for HSSF communication strategy.
  2. HSSF communication needs assessment and gaps among key stakeholder.
  3. Development of a comprehensive HSSF communication strategy with participation of identified key stakeholders
  4. Preparation of a costed multi-year implementation plan and budget, with accompanying monitoring and evaluation plan to be implemented during the FY 2011/12 (last quarter), 2012/2013, 2013/14 and 2014/15 .
  5. Implementation of approved annual plans over a period of two (2) financial years.

The strategy will identify target audiences, appropriate message content for each target group and appropriate communication formats and channels to enhance the performance of the HSSF.

The Ministry of Public Health and Sanitation now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments conducted, and experience in similar conditions, availability of appropriate skills among staff e.t.c.). Consultants may associate with other firms in the form of joint venture or sub-consultancy to enhance their qualifications.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers http://siteresources.worldbank.org/INTPROCUREMENT/Resources/ConGuid-10-06-RevMay10-ev2.pdf, (Published in May 2004 and revised in October 2006 and May 2010), setting forth the World Bank's policy on conflict of interest.

A consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Consultant Guidelines.
