INTRODUCTION

Since 1992 German Development Cooperation (GDC) through its various organisations (GIZ and KfW) has been supporting the Health Sector development in Kenya. Focal areas of GDC technical and financial support to the health sector are reproductive health including gender based violence, health policy and health financing.

You are hereby invited to submit a qualification document, a technical offer and a financial offer for the above consulting services.

Employer and Project Executing Agency (PEA) is the Kenyan Ministry of Public Health and Sanitation (MOPHS), Po Box 30016-00100 Nairobi.

The Project shall be financed through a financial contribution of a maximum of EUR 1,800,000 by the German Government, administered by KfW Development Bank.

The consultancy services shall be carried out by an independent, qualified consulting company or a consortium of consulting companies with international experience. They are encouraged to avail themselves of experiences in Kenya relevant for the tasks and possibly engage local consultants.

The project will consist of the following measures: The proposed project will contribute to the improvement of reproductive health of poorer and hard-to-reach couples in under-served areas of Kenya (overall goal). The project goal is the in¬creased access for poor and vulnerable groups to affordable quality health services, especially in sexual and reproductive health. The program is directly linked to the program "Health Financing" (No. 2010 65 385). The objective of this project component is to increase the utilisation of modern clinical family planning methods in Kenya.

The consulting services sought are in brief as follows:

Implementation of the five following sub-compo¬nents:

1. Overall Project Management and Staffing

2. Support, extension and control of AMUA-network. On district level the Franchisor will be responsible for the support to, extension and control of two net¬works: Network of small Private Health Care Providers and network of CBD workers ("grassroots network"). On the central level, the Franchisor will be engaged in continuous dialogue with Division of Reproductive Health and with the other Social Franchising Networks.

3. Development and Implementation of a reliable procurement and distribution system for all commodities. If available, commodities like medical equipment, instruments and supplies (IUDs, Minilap- and IUD-Kits, pregnancy tests) can be acquired at no cost through the Kenyan Medical Supplies Agency (KEMSA). If not, they shall be tendered internationally by the Consultant.

Storage in one central warehouse, set-up and supervision of a reliable stock manage¬ment and its documentation.

Distribution System: Set up a reliable distribution and information system, ensure around- the-year availability.

4. Development and Implementation of Training Measures for all Network Members (Health Care Providers and CBD workers)

5. Development and Implementation of a comprehensive IEC- and Marketing Campaign

The tender is held as public international bidding. Deadline for submission of the bids is October 12th, 2012 not later than 14.00 hours local time at the Ministry of Public Health and Sanitation, Afya House, Cathedral Road, Po Box 30016, Nairobi- Kenya.

The three envelope method shall be used and therefore bidders shall submit in one package containing clearly marked three (3 No.) separate envelopes of both original and copy "Qualification Documents", "Technical Proposal" and "Financial Proposal".

Only the "Qualification Documents" will be opened immediately thereafter in the presence of tenderers' representatives who may choose to attend.

All costs arising towards negotiations, obtaining information / data and preparation / submission of proposal documents etc. shall be borne by the applicants themselves.

At any time, the Employer and KfW either at their own initiative or in response to clarifications requested by a prospective bidder may modify the Request for Proposal. Such amendment(s) shall be sent in writing or by email to all prospective bidders who have obtained proposal documents. Bidders shall promptly acknowledge to the Employer and KfW receipt thereof.

Although details presented in this Request for Proposal have been compiled with all reasonable care, it is the Bidders' responsibility to satisfy them that the information / documents are adequate and that there are no conflicts between various documents / stipulations.

Bid proposal preparation is the responsibility of the Bidder and no relief or consideration can be given for errors and omissions.

After opening the bids and until selection of the successful bidder, no correspondence of any type shall be submitted unless called for by the Employer and KfW. Any kind of uncalled clarifications on prices and / or rebates shall not be accepted.

NB: The rules of the tender are in accordance with the latest version of the KfW guidelines for the assignment of consultants in Financial Cooperation.
